Cookieless Marketing
Cookieless marketing refers to targeting and measurement strategies that do not rely on third-party browser cookies – small data files traditionally used to track user behaviour across websites. With the growing enforcement of privacy regulations and major browsers phasing out third-party cookies, marketers are shifting to approaches that protect user privacy while still enabling effective personalisation and performance tracking.
This includes using first-party data, contextual targeting, consent-based identifiers, and device or network-level signals.
What it means for telemedia
For telemedia companies – many of which rely on digital campaigns to acquire users – the shift to cookieless marketing requires a rethink of how campaigns are planned, targeted, and measured. Instead of relying on third-party trackers, providers must make better use of telecom data, app-based behaviours, and direct user engagement.
SMS response data, opt-in messaging flows, and carrier-integrated identity signals are all alternatives that can support targeting and measurement without breaching privacy expectations.
Example in use
A mobile entertainment platform phases out its cookie-based retargeting strategy. Instead, it uses a CPaaS platform to send re-engagement messages to users who have interacted with a campaign but didn’t convert – using first-party engagement data instead of external tracking pixels.
This approach maintains performance while improving compliance with GDPR and data privacy policies.
Why it matters
As cookies disappear, so does a major source of behavioural targeting. Telemedia businesses that fail to adapt may see declining performance and reduced visibility into what’s working.
Cookieless marketing encourages more ethical, permission-based communication -something that aligns closely with mobile billing regulations and opt-in standards already common in telemedia.
