The UK was an earlier adopter and innovator in direct carrier billing, which built on an already booming premium rate based billing market that existed before DCB became the go-to alternative to traditional billing methods. More and more new verticals can now be paid for via DCB, and the UK continues to push the envelope and grow the market.
The UK DCB Market
The success of DCB in the UK can be seen in a report from Statista, which shows that in 2020, the UK was the largest market for DCB by payment volume in Europe (with only Germany coming anywhere near), and it is predicted that total payments will triple by 2025.

Why Are DCB Payments So Popular In The UK?
The levels of DCB payments in Germany are largely due to the low level of credit card penetration in the country (see our DCB Overview – Germany for more details). In addition, DCB usage in other regions such as MENA, is also driven by low credit card penetration. However, credit card penetration in the UK is amongst the highest in Europe, so why are so many people using DCB to pay?
Really it is a combination of a variety of factors, on both the consumer and the industry side:
Consumer
The UK has one of the highest levels of smartphone usage in the world, and this has led to a successful digital economy, that has also led to the UK amongst the world leaders in cashless payments. Many a visitor to London will remark on how many shops now don’t even accept cash for physical goods! The ubiquity of digital payments has helped greatly with the willingness of users to use new and innovative payment methods.
Industry
As mentioned, the UK already had a successful premium rate billing industry in the 1990s and 2000s before the rise of DCB. This meant that an industry packed with forward-thinking companies was already in place to fast track DCB as soon as it was launched. This included content & service providers, who were keen to add more billing methods into their arsenal, and biling aggregators such as Fonix and Dynamic Mobile Billing, who leveraged their existing relationships with the mobile network operators, to open up DCB billing and hit the ground running.
The final link in the chain was the mobile network operators themselves. MNOs such as Vodafone and O2 were open to the new technology, and importantly, provided good levels of revenue share compared to other countries, which allowed the service providers to run profitable and expandable services.
All these factors combined to drive the high levels of payments that exist on DCB in the UK in the 2020s.

Market Insight
Direct Carrier Billing (DCB) has gained significant traction across all age groups in the UK, primarily due to its convenience. A market analysis by the Phone-paid Services Authority (PSA) reveals that 62% of individuals aged 16 to 60 utilize phone-paid services, with 56% citing convenience as the main reason. Affordability and impulse purchasing are also notable factors, with 48% and 46% of users, respectively, highlighting these benefits. Consumer confidence in DCB remains high, as fewer users reported service issues in 2022–2023 compared to previous years. The PSA anticipates that consumer spending via operator billing will grow at a compound annual growth rate (CAGR) of 6.5% between 2025 and 2026, reaching £355 million. This growth is expected to be driven by the increasing popularity of games and entertainment subscriptions. Additionally, industry stakeholders are exploring the integration of new services, such as e-ticketing and car parking, into the operator billing market. MORE
